Just search for "SLUS_007.52" in Google (the full, uncensored version - minor bugs). After plowing through search results you'll need a PS1 BIOS, THEN an emulator.
I've only watched some gameplay videos but fuuuuuck... I'm not a fan of fighting games, but this seems to have something interesting going for it.
