    Where are the NPCs located? There was one underground Keigan but they're gone now.

    npc's aren't necessarily people. They're anything with an ai running it, which is almost always in the form of a vehicle or drone. there's a new slav truck running around here and there, and a slav sitting in Mon's, but that's all I know
